Sounds like it would be a custom gig, perhaps check out the De Lisle carbine to provide the basis for such a build. A Tokarev magazine could be adapted in place of the 1911 magazine, and a standard .310" SKS barrel could take the place of the .45. A simple shroud could be added if you like the look of the silenced barrel. The cost of the build could be prohibitive, although the De Lisle proves the concept.
The real question might be, what is it for? If its just to prove that it can be done, fair enough, but I don't see such a rifle having much practical application, other than perhaps as a dedicated small game rifle. A 7.62X39 bolt gun that is handloaded with a light bullet to Tokarev velocities might prove to be a more versatile platform that is lighter, handier, and less expensive than what you have in mind.
