Depending on what surplus you are talking about. Steel case com-bloc is not worth it. Brass case boxer primed is a given. Brass case Berdan is a definite maybe if you can't find boxer primed.
 
All you need to know is that if you currently don't have consumables like powder (especially), bullets or primers, you will have challenges getting what you need.
Those of us that are currently still reloading are only doing so because we had some stock of powder on hand.
I will be buying ammunition shortly or will have to stop shooting as my powder supply is virtually gone now.
