I need a recipe for this small caliber cartridge

You can probably get by with a neck die made from 2" cold-rolled plate, given the cartridge's gently tapered neck, which is sort of like a short-necked .22 Hornet, which cartridge, coincidentally, also uses H110, or Lil Gun.

You can likely fill 'er to the brim with H110 or its identical twin W296, or even 300MP if you can find some & you should be good to go. If you can't find 10 #'s of H110, I'd go with a 3/4 case full of W540 or W571. If, however, you're using a 60 #cast bullet, vice the normal tungsten or depleted-uranium core A.P.I.T. bullet, you may want to use a keg of 700x or W231, unless you have a drum of 452AA, in which case, you'd be good to go. You should be aware of using Bullseye, as pressures tend to climb pretty fast!

Personally, I wouldn't have polished the case, as your bolt thrust will increase, but as long as you work up loads in the normal manner, you should be ok.

You should be aware of bore-fouling, but you can easily deal with that by judicious use of a gallon of extra-strength ammonia & a Home Depot floor mop. Do NOT, however, buy the cheap Dollar-Store kind, as they will not last.
 
Oh & if you think sourcing LR primers is tough, try to find some M86 electric primers. Oh, and the factory propellant charge is 41,300 grains of M1 powder, plus sometimes a 2,200 grain charge of black powder, for a MV of 2,400 fps.

Nope, am not & never was. A long, long time ago [half a century] I was a simple 031. I am, however, a student of the Gun in all its forms, aka a real GunNut, who likes to read & knows how to research information. A long-time friend re-mustered to 043 [Combat Engineer] and went on to specialize in de-mining & IED disabling.

The information for the 4.5"/45 (11.4 cm) QF Mark V (Mark 6 and Mark 7) cartridge, its primer & charge is probably contained in various places around the interweb; mine came from a dog-eared manual. All you have to do is a little bit of research.
