is it just me or should the 14 be on the left and the 1 on the right?
 
has anyone ever got warranty work done on one of these?

or know who to contact?

or get parts, ill just buy the right turret i don't care if it cost me, i just want it to be right

I believe the technical term for that is FAIL!
I'd be sending it right back where it came from. Makes a guy wonder how many other brain farts went into that scope. Just looked at Minox's website and they advertise a no-fault warranty so it shouldn't be an issue.
 
The numbers are correct. It is the arrows that are wrong.

When I saw the brand name I had to check my Minox.
My arrows are pointing in the same direction as the OP's scope but the numbers go in the other direction. Not as stated in the quote above.

My parallax adjustment rotates downward for longer ranges.I haven't mounted or shot this scope yet.

iv shot a few rounds and sighted in, the arrows are right and the numbers are defiantly wrong, other than those numbers the scope seems to work great,

those numbers are just irritating the #### out of me tho

You've already put up with it longer than I would have. I am kind of curious how they managed to do it. Wrong dial, sure. Engraved backwards? Harder to do.

I've got a Zeiss scope here that has 1/4 MOA on the elevation and 1 cm per click on the windage. The 1/4 MOA is the correct one for both.
