looks like a cad drawing of a ruger #1 reciever

Nope, nothing like a No.1
Breach block, safety geometry, mainspring, thru-bolt receiver, everything.
Ii think it may be something like a martini and hagn, but I have never seen on up close.
There are more than a few custom builders in the States doing these.
I would put money on a Martini and Hagn, for some reason...

not to mention the martini henry wasn't a bad rifle they're where actualy pretty accurate for the time when the us military compare it to the 45-70 the henry actualy ha d better preformance the action has been used in a few custem weapons for police would be nice to see a custem precission action built on one though be something fairly new

Not Martini Henry - Martini and HAGN!
Rolf Martini builds these things.
However, I have 4 Martini actioned rifles built off the larger frame , shotgun, and cadet martini actions, and yes, they do make nice rifles.

One is a heavy barreled rig with beautiful wood in 225 Winchester.....

Cat gets the cigar.... it's a Martini & Hagn action, with the integral quarter rib, which transitions into a full rib for further stiffness.

The man is I think 60+... so better get one soon, before he retires!

He's got some other really nice rifles on his web site, which you can pick up for 15 - 20 thousand or so.
