I have a quandary. Bought a 19” 223 Wylde barrel with a .936 gas journal to be covered with a 15” KMR. It appears that the KMR will not allow the gas block to fit so do I just return the barrel? Or can any respectable machine shop throw it on a lathe and turn it down to .875 to allow more room for the gas block?

Edit - the lack of room is on the underside of the barrel. Maybe taking .010 off the bottom of the gas block is an option? It's very close to being a perfect fit..

ATRS uses a .936" gas block on their Modern Varmint rifles. Originally there were issues with the gas block making contact with the handguard on the underside like you describe. I believe their solution was to machine down the bottom of the gas block to create some additional clearance. My MV with a Fortis handguard clears the gas block but not by much.

I'm not too sure why manufacturers choose to go with such a large gas block on a lighter weight profile barrel like the IBI. I would always use the smallest diameter gas block that the barrel profile would allow.
