ID confusion...

Hello all,
I have a Cooey 22lr bolt action rifle (Model 39) with no serial number, is this common that Cooey Model 39's have no individual id?
I also have an Anschutz single shot bolt gun in 22lr with a serial number but no model number, is this the norm for them?

Yes on both; before the 1960s, plenty of guns were made without serial numbers.
