ID this case for me please

I picked up these cases at the range the other day because I could not recognize them, but what do I know?
Looks like some sort of 32 cal to my uneducated guess.
The buttstamp is 38 on top, 72 on the bottom. Berdan primed.

And made in 1972 in town of Youryouzan.
(38 denotes Tula Cartridge Factory which has been evacuated to the above mentioned place in 1942 and remained there up untill 1989...)
 
No surprise there were rumors of Natant being underpowered. This looks like an anemic cartridge for a military issue revolver. But I don't want to start a flame war, just comparing them to other revolver calibres of the time. If I was to bet on a duel of 455 Webley and Nagant I'd put my money on a Webley.
