After having a conversation with IDPA HQ, I found out that there are no official target suppliers/manufacturers in Canada.

Let's hope that this rectified soon.
 
The two current Official suppliers contracts have not been renewed for no other reason than neither party has been notified of the expiration. I am not sure what purpose RePete's post achieves. There is no reason why either supplier's license will not be renewed. I am sure the situation will be resolved soon.

The post falls to trolling then and I am not sure what purpose it serves. The parties involved will renew the expired contracts or not. The contracts do provide for continuance upon expiry so your conclusion is simply not correct.

The fact the situation can go on for several years suggests to me HQ cannot be to concerned about it. I am sure it will be resolved.

Are there any other changes to the new target aside from a 4" circle inside the head?

If that's the only thing, then for now, use an old target and make a little jig to cut in a 4" perforated circle. That's what I'm thinking of doing.

That is what we are doing. I know ATHL will be producing new targets this year. We used a 4" circular hole cutter. We intend to center it and then just press in the perforations. Should work good enough for club shoots until we need to order new targets. For Level 1 matches aka club shoots nobody is to concerned if your perforations are not exact. It isn't like there are cars on the line.

The hole saw is a good idea. Although I'd use a 4" one. ;) Just cut a piece of plywood the exact size of the head, with the 4" hole in the right place. Lay down the wood, press the hole saw in the hole to the cardboard....done. Easy.
