If you are a IPSC member in BC can you shoot in other countries that have IPSC?

AFAIK, as long as you're holster qualified, you can shoot any event (IDPA, USPSA, 3Gun). I've shot them all and do not belong to IPSC Quebec. Thank heavens.

Yes.
If you are an IPSC member in good standing in your home region(live in Canada therefore member of IPSC Canada), you can participate in IPSC matches in other regions/countries.

The match director may request verification.
You can get a letter stating you are a member in good standing from the Canadian Regional Director.

In my experience if you want to shoot a USPSA match, you need a USPSA membership. (for those just tuning in: USPSA is not IPSC)

I have my IPSC and USPSA membership.
We also have a USPSA club in Winnipeg Manitoba.
With the support from FTP shooting sports and other vendors, action postal shooting is growing healthily in Manitoba.
I am planning to do more USPSA match in US in 2018.
Going to do my first USPSA match in US this weekend.
 
if you want to shoot in other countries it's as easy as signing up, paying for the match and going. The MD needs to contact our RD to confirm you are a member in good standing, but it's all easy.
