Assuming you're thinking about spending 1k, these are my thoughts.
1) Garand. I didn't understand why people liked them so much until I got to shoot one last spring... now I'm hooked. Badly. They shoulder, shoot and feel unlike any other rifle I've held. I really can't explain it - they're honestly amazing guns, and I'm usually not a fan of american equipment.
2) K31, brass and a reloading setup. These are the most under appreciated guns out there in my opinion. They're beautifully built, universally more accurate than any other milsurp out there, and easily reloaded for. For $1000 you can outfit yourself with a beautiful rifle and a ton of reloading equipment and components. If you've already got reloading equipment, you can outfit your K31 with no-smithing scope mounts, diopter sights, muzzle brakes etc etc etc.
3) A pile of SVT-40's. I feel like in the next 5-10 years SVT 40's will increase in value a huge amount. Garands were once common as heck, now they've doubled in value or more. Stateside SVT's are in huge demand as they're rare. Plus, with corrosive ammo being popular and the SVT not being the easiest to clean, you're going to see big attrition rates in the SVT population due to their being cheap to buy and feed, and therefore being bought by the fudds and bubba's out there who will wreck or alter them past the point of recovery.
That's my take. If you're new to milsurps an Enfield and K98 are also great purchases - solid guns, lots of history, will hold their value as collector's pieces and essential to every collection.
