you don't need a "permit" (<-- rofl licence/tag) to do anything, unless you want to be in compliance with the law & hunting regs. If you're on crown land and happen across a wasteful, nuisance shooter - it is perfectly acceptable to neutralize that nuisance. Dumba$$
