Is it leggal to gun a barrel down to below 17" even if the gun stays longer than 26 inches in length?
 
No, Barrels under 18" (not 18.5" like originally stated - thanks tiriaq for point out) must come that way from the factory and not cut down - even by a certified gunsmith. Overall lengh is irrelevent in this case.

No, the lower limit for amputation of the barrel of a manually operated centrefire firearm, or of a rimfire firearm is 18".

I believe that only applies to non-restricted. Pretty sure you can do it with ARs or anything that is already restricted by name.
 
kombayotch - I am unsure of the exact regulations regarding restricted firearms (although I am preatty sure that cutting a barrel below 18" or 18.5" makes it a prohibited and I was not aware that restricteds were exempt form tht) but by the sounds of it the intentions of the original poster were to keep it above 26" long - or non restricted by the sounds of it. I was referring to that overall lenghth would not not be relevent in the case of cutting the barrel. OL would only come into effect (for Non restricted anyways at least) with pre-made barrels with short lenghts.
 
Restricted firearms include:
* semi-automatic, centre-fire rifles and shotguns with a barrel shorter than 470 mm (about 18.5 inches)
* rifles and shotguns that can be fired when their overall length has been reduced by folding, telescoping or other means to less than 660 mm (about 26 inches)

Prohibited firearms include:

* rifles and shotguns that have been altered by sawing or other means so that their barrel length is less than 457 mm (about 18 inches) or their overall length is less than 660 mm (about 26 inches)

So even with a restricted, you can't cut further then the 18" or it becomes prohib.

What if the barrel was a factory legal barrel below 18" to start with - like a 10/22, AR-7, or 94 Trapper with 16 odd inch barrels? Can one of these be shortened further? The barrel is not being altered, modified or shortened so that it becomes less than 18".
The law does not address this situation, and as far as I know, there is no official interpretation or ruling. IF, and IF is the operational word, an already under 16" barrel could be shortened, then the only restriction would be the 26" overall length.

It has been altered to be under 18" so I think it would be.

I understand the interpretation that you are suggesting.
I doubt that lengthening an already short, already legal barrel would be a problem, but if you consider the exact wording of the law, who knows?

I bought my 11.5inch ER Shaw 10.22 brl from him. All legit but not cheap. BUT WORTH EVERY PENNY!
