I know they aren't designed to expand but wouldn't 77gr hpbt bullets be against the hogue convention not being a FMJ?

The US has gone back and forth over this and their legal opinion is that the HP in a HPBT match bullet is a function of the manufacturing process and the bullet is not designed nor intended to expand. Thus the HPBT is not in contravention of the Hague Convention.

Not sure what the Hogue Convention is.

At shorter ranges I doubt it's more effective than M193 ball; longer range sure.

Even at shorter ranges the heavy OTM bullets are excelling at the job.
