if no serial number, its a part, generally speaking. 
Ok, I would like to import an AR uppers. Can you confirm the fee is $50? Upper normally don't have serial numbers on them. But I cannot be certain the one I am receiving has a serial number or not.
I am ordering it from an online web store. They will be shipping it to your location in WA. But its is very difficult for me to get them to include a page as the whole operation on their end i automated. It similar to asking Amazon.com to include a piece of paper with your order before you ship it.
I can include my name in the c/o section of the address. Is that sufficient? I am also able to provide the tracking number of the shipment.
Also if i need to speak with you, who should i ask for on the phone?
