Importing M14/M1A stock from the 'states

Having read the stickies and been shafted once already because I didn't I want to confirm if I can order a stock from the states. I realize that the sticky says there is an exemption to require an export license for parts under $100 but that doesn't extend to significant parts. I would consider the stock significant, so am I right and therefore needing to get a license or is this not considered a significant part?
 
I am not sure what the exact details are with reguard to the $100.00 rule but I do know that Boyds will not ship anything over $100.00 without an export permit.

If you want to order one of their M1A stocks they will send it to you (as it does not exceed $100.00 in value). If you want the matching hand guard you will have to place a second order for this part as both parts combined would exceed $100.00.

To ship to Canada they charge $35.00 per part. This will add $70.00 U.S. to the cost of you stock.

You can also order through one of their Canadian distributors. I can't remember who they are but if you call Boyds they will tell you. It works out to be about the same price.
 
If the stock is from an M14, export is restricted. An M1A is a commercial rifle. No permits required.
Gunparts is saying the limit for Canada is $500. I've only seen this on their site though. Most parts companies, Stateside, don't want to bother with exporting anything. They require a U.S. export business permit to export anything.
