Importing Optics question

So who can tell me the skinny about importing scopes from the States.
What are the restrictions in regards to price,brand, type of retical.
What scopes and maximum price can we import? Any website I can look at to know for sure?
I`m wanting to buy a Zeiss scope worth $650 US with a Mildot and wondering if it can be shipped here, I found a company that ships here but don`t want it seized at the border. What`s the paperwork involved.

Any info would be a great help,

I phoned the border people and asked them about duty on a burris signature select and they asked if it was manufactured in the US, and since it is they said there would be no duty. At no point did they mention that it was illegal, that they wouldnt let it pass, or that I would have any trouble so I dunno.....

What company is it? I am looking to import a scope as well but I'm having some trouble finding a company that will ship here.
 
This keeps coming up.....due to the crackdown on stuff exported to Can. from the States, US companies must get export permits for scopes, or rather the importer must, some US outfits don't know the rules yet and haven't been burn't(caught)! Midway got caught shipping scopes without paperwork and were fined 250,000.....now they won't send anything to Canada.

I have been this route.

I bought I Leupold MK4 16X scope from Premier Reticles a few years ago.

There is no duty on optical devices (telescopes, Binoculars, etc..), HOWEVER unless there have been recent changes, there is duty on Rifle Scopes.

My buddy works in the customs industry and showed me the regulations as it pertains to optical devices.

Inregards to legality, it's the U.S. that requires Export permits/end user certificates for most (if not all) firearms related stuff being shipped out of the U.S.Especially Military type optics.........

The U.S . Dept. of Commerce is responsible for firearms optics and they have no export exemptions for scopes.

SWFA has a great selection & pricing on scopes, but they WILL NOT ship to Canada.:mad:

Cabela's Handgun scope

I tried to order a Bushnell Trophy 2-6X handgun scope from Cabela's a couple night's ago and they told me that they will not ship handgun scopes to Canada anymore.
I did not ask about rifle scopes but now I am curious whether or not they will ship them up here.

Importing & Exporting into Canada

The rules have changed for exporting firearms parts into Canada. We must now get export authorization for shipping both barrels and scopes to Canada. With barrels we are required to get an export license from the U.S. State Department. In the past Canada was exempt from this requirement but we now must get the license as we do with all other foreign countries. With scopes we are also required to get export authorization but it is through the Department of Commerce.

Before we are able to apply for an export license the end user (the purchaser) must get import authorization from the Canadian government. Individual purchasers may get this authorization on their own or to avoid the paperwork you may place an order through one of the importers listed below. Here are the steps to get that paperwork:

The document is an International Import Certificate issued by;

Export Controls Division (EPE), Department of Foreign Affairs and International Trade
Export & Import Controls Bureau
P.O. Box 481, Station "A"
Ottawa ON K1N 9K6

STEPS:

1. Obtain the paperwork from above agency
2. Complete and return paperwork
3. DFAIT will issue import paperwork
4. Importer submits paperwork (originals or certified copies) to U.S. exporter

Why doesnt someone make a sticky for importing scopes into Canada, in the optics section of course :confused:

Well I don't know what to believe now,

I have purchased three Leupold rifle scopes online, all three scopes came from the US into Canada by mail or courier.
I contacted Canadian customs about this before I made my purchases, they told me that "as long as the optics are made in the US, then it would be just PST & GST (depending on which province the item is being shipped to) for the duty on the purchase price of the item" any other country of origan there would be more duty depending on which country the manufacturing took place in.

This rang true on only one of the three, only one of the three I paid some duty on, the other two, nothing (which was fine by me).

I also asked customs about the US side of things, Canada Customs told me it's a two way street, basically saying it's the same for the US. That's all they told me on that issue.
As for where you purchase the item was a different story again, I was told that if I purchase a rifle scope from a dealer or retailer or wholesaler, that I might need an import permit (maybe), but purchasing it from an individual was not subject to needing a permit for a private sale.

So far I have not had any complications of any kind and hope that never happens ever.

Considering that I purchased three Leupold rifle scopes online (private individual sales) for the price of one new from a local retailer would be my reason for doing it this way.

So I really don't understand all this Export / Import BS, since I have never used it or needed it before.
1). Is there a cost for these papers?
2). Is this just another one of the governments get rich quick scams? (if there is a cost to these forms).
3). What's the real reason for these papers? (why are they needed). Not just because they allow things into the country, but the underpining of it's so called nature.
4). When did this become into effect? and what happened before one needed an import/export permit? why did things change?
5). Are these permits really necessary for individual sales?

P.S. The one scope that I did pay duty on was interesting in it's self, The customs office tallied the duty by including the shipping and handling with the actual sales cost of the item, plus added in their own handling fee, so instead of the duty simply being 13%(B.C.), it was more like 16.5% in the end.

This is the law of exporting rifle scopes from the US into Canada. If someone ships you a scope without this paper work completed, it is illegal. Yes, you might get away with it, but it is still illegal and you are taking a chance of loosing your money. the Company doing the shipping runs the risk of getting huge fines.

This came into effect after the attack on the US on Sept/11 2001. Not sure the exact date this law came into effect but I am sure you can find it if you look.


Did I mention earlier how much I hate this question. DO A GOOGLE SEARCH, IT IS POSTED ALL OVER THE INTERNET. If you dont want to search Google it has been posted here about a million times, look.
