Good day all, a friend of mine from France living in Canada for years is wanting to bring back a shotgun that use to belong to his grand father and I was wondering if someone is aware of the best way to do that!
 
I have looked into this for similar reasons and unless you have very deep pockets the cost will be prohibitive. Think upwards of 4K per gun.
 
Best way would be for him to bring it in his luggage. But he needs to have a valid PAL.

He then can apply to DFAIT for an international import certificate, use that to apply for an export permit from France. That's enough for him to put it in his luggage, though different airlines have different rules on what needs to be done to secure it. Arrive in Canada, have it inspected by customs, if he is immigrating he won't even need to pay taxes.

If he doesn't have a PAL, he won't be able to get that IIC from DFAIT. And things will become expensive. Not worth it for anything that is not either very expensive or has a LOT of sentimental value:

Option 1: Come to Canada, get PAL and then have someone deal with the French side of export - they will need to be paid, air cargo is expensive, there most likely have to be taxes paid and it may take a long time to get a PAL.
Option 2: Engage someone (friend or business) in Canada to receive it, have them do the Canadian side of the paperwork and receive it here (they may need to get paid whether in money or LOTS of favours/beer etc) then have them hold it until he has a PAL.

If he needs a business importer for option 2 - PM, I can suggest one, but it is not a must - any person can do this. Either option will be over 1k in costs, more if it's an expensive gun and taxes will have to be paid. Option 2 may be quicker.

They won't deal with Europe. I also would not recommend them for anything that is not 100% straight forward - they are very happy to leave you high and dry if anything goes sideways.

Air freight from Paris is 700-1k. The broker who was quoting you 4k was trying to rob you blind :p

with a preface that I have not seen this done by someone coming to Canada to live, only temporarily:

Form RCMP 5589: Non-Resident Firearm Declaration can potentially be used to bring it in his luggage - this will be valid for 60 days during which time he can put the gun up for storage with a friend with a PAL until he has a PAL himself. He would have to be very careful filling out the DFAIT from to get his IIC, but it's something worth a try I think - the IIC is free.

I was trying to import from Switzerland; it was export permit, other costs and air freight . It may be different if you carry it personally on the plane. The fees in Canada were not expensive at all through PR. I would second your opinion on IRG they do not seem especially interested in anything but selling Kenosha call of duty mags and things they choose to import. Prophet knows how it works, responds quickly and knows how to deliver good customer service

There is a good chance the exporter was quoting a high fee because they simply did not want to do it for a gun they were not selling.

I may also be confusing the price of that and the price on importing a new double from France. Both were non starters anyways.

On another attempt to import a new gun from France by a reputable dealer the price jumped from ~2000 euro to 5500 cad landed
