where does one find an inch-pound torque wrench in Southern Ontario?

Looking to install a scope mount, but all the ones at canadian tire and princess auto are in foot-pounds

I doubt that you would want to go that route but dentists use one that must be calibrated in tiny amounts. Implants are screwed into a threaded socket and the tension they are tightened to is controlled with a tiny torque wrench
I would suspect that most people screw the scope screws in by hand and their best judgement and suspect very few use small torque wrenches

true. I am however going to be mounting an ARMS 18, and the instructions say to use 90 in-lbs (3/8 inch driver). I will go check out canadian tire and see if they do indeed sell one.

EDIT - seems you were right! canadian tire does have one! on sale for $50 (bit more pricey then i anticipated) however I believe I will pick it up.
 
Both Canadian Tire and Princess Auto have inch pound torque wrenches. The Princess Auto wrench is a good one and about 1/2 the price of CTC
 
I bought a 1/4 inch drive one from Princess Auto last year...its in in/lb. It has a years worth of dust on it. Very poor quality. I wouldnt trust it for anything critical, in which case you wouldn't need it anyway. Brownell's has a Warne T-handle torque wrench that lets off at 25 in/lb for 22 bucks...works great.

Cabalas sell the wheeler fat wrench my buddy has one works excellent for scope mounting

Acklands Grainger get the Proto 1/4" drive, will last you a lifetime ( same as Mac). Stay away from Westward , ok for larger 1/2 to 3/4" drives, anything smaller such as 3/8 -
1/4 " poor quality. I used to work for Ackland, serviced and calibrated all types of torque wrenches. Make sure that it comes with the calibration certificate with all the readings and recently dated.
