Inexpensive .223 bolt gun?

I've been bringing a lot of new people to the range lately and will continue to do so throughout the summer. (So far I've got 1 convert!) The most enjoyable guns for these new shooters are generally the scoped .22's.

Recently I've been pondering the idea of picking up a cheap .223 bolt gun (only .223 gun I have is an AR but its 11.5") so that I could let them shoot something with a bit more punch but not enough to scare them away for good (like my mosins). I remember marstar used to have something from norinco in .223 iirc but its gone now. I figure I'd like to budget it to be under 500$ for the setup with a decent scope, so likely 300-400 for the rifle. How likely is that?
 
Interesting but yea, I prefer bolt...

The stevens looks like the right gun for this task, will try and pick one up I guess...cant hurt for 300 bucks!

Savage package might be worth considering, Wholesale's got them for $550. By the time you get a scope, rings, bases and a sling, you're almost at a Savage package anyways.

I just picked up one of these from a fellow board member and it is very accurate with the cheap Winchester white box ammo. I am sure the accuracy will improve once I start reloading for it.

Good luck finding a Steven in the stores guys. From what I gather from talking with the three big mail orders is that they have no idea when the next shipment will arrive and pretty much all the .223's are spoken for :(

actually the wallets pretty empty right now anyway but I was looking at the savage package and it seems ok. what quality optics come with that?

None! It comes with a Simmons 3-9x40
