OP if you are asking about right now in Canada, there is no way to pass on functioning handguns. Estates with handguns have had those assets turned into nothing, and any beneficiaries lose out.
The best that can be done, is the executor can hold onto any assets, as part of the executor process. If that happens to mean until the next election, and a change in law, well then that is convenient.
From https: //rcmp.ca/en/firearms/what-you-need-know-changes-handgun-transfers
"Individuals, or the estate of a deceased handgun owner, may only dispose of handguns by (a) selling or giving them to an exempted individual, or to a licenced business or museum; (b) lawfully exporting them; (c) having them deactivated; or (d) surrendering them to a chief firearms officer, a firearms officer, or a law enforcement officer."
PS Unless you are talking about antiques. That is a different discussion.
