installing a orignal style nagant scope mount

ok got the scope / mount / an a good shooting nagant 31/91 rifle.
can average joe gunswith install this ( pe mount) or should i seek a specialist in nagants?
i am not looking to mislead future possible owners just want a look alike nagant sniper shooter.
all suggestions welcomed thanks
