Interesting 7.62x54R

I bought a case of Chinese ammo from a member here like 2 years ago.
I just opened it today and to my surprise it is a yellow tip Chinese ammo with a 71/82 code and it is boxer primed.
Never seen it before and can't find anything about it on the 7.62x54r.net.
Did anyone come across this ammo before?

I pulled one, the projectile is 1/16'' shorter then the copper washed Russian and it only has 45 grains of powder not 48.
The primer is same size as a boxer primer, but the case has two flasholes in the bottom just like berdan primed cases..

That is a standard berdan primer. The old type were .254 but they switched them to .217 some time ago.
