International Shipping

Some retailers won't ship here but others will. I've ordered from Brownells and Numrich without issues. It's seemingly random whether CBSA will screw more money out of you or not. The wait while they decide at the border whether to do their job or not can range from days to months, typically a couple weeks.
 
1) My most emphatic suggestion, FWIW, is to do the legwork to find it or order it in Canada.

2) It is a gun part. Most US retailers don't want to deal with any international orders, especially to Canada - AT ALL. For the small percentage of profit they make off the sale, it isn't worth their time, and even if they have the permits to do so, it is a major headache for most of them to figure out if a particular part is allowed or not. If you insist on trying, then you will have to do the legwork and find out who is selling it. Go over their website carefully to see if they will ship, where they will ship, by whom they will ship. Write down all the details you can find then PHONE THEM AND ASK before filling out anything on line. If you get positive answers then you may be good to start. Most will require an online order form to be filled out completely and correctly, and everything (part, shipping, any surcharges) will have to be pre-paid by a credit card which will work in the USA. This can be an issue as the automatic credit card verification methods used by US retailers expect a US based credit card with a US based billing address. More phone calls for you if they are not fully geared towards accepting international orders. If it all manages to go through they ship the part. When it hits the border, who knows how long it will sit and gather dust before being released with all sorts of associated fees for taxes and possibly brokerage attached. You might get really lucky and everything will go just right, maybe, but save yourself a lot of grief and see #1.

US Postal Service is the cheapest way but many suppliers only UPS which ends up being the most expensive way... and many suppliers don't want to bother exporting to Canada. It's a tough world.
