If you are broke or under "budget constraints" are you sure IPSC is what you want to do right now?

True enough.....just looking to get the Black Badge and IPSC membership under my belt for now. Renewing my LTATT so I want to have that before I apply. Always wanted to take part in IPSC but figure I can do the Black Badge and membership now and hold off until I have more $$$ to get into it.
Presuming you have a suitable pistol, belt rig, and sufficient quantity of magazines already in hand, find the money and the time to take the course. Get it out of the way. It's actually an awful lot of fun, too, provided the instructor's on the ball, and provided your squadmates aren't a bunch of know-it-all mall ninjas. I had a first-class instructor and a sober, non-posturing crowd of fellow shooters alongside. Smooth as silk.
I think I shot something like 400 rounds of .45 ACP the weekend I took mine, and I'd willingly take it again as a refresher.

in Alberta each instructor sets his rate for the BB course. mine is $220 for the two days and with that is included your first year IPSC Alberta Membership, your first match, books and lunch for two days. i have a course coming up th end of Janaury (30/31.) the course will be in Taber, Alberta.
Its well worth the time to do the black badge coarse however its not the end of your finacial comitment.
To be an IPSC member (in BC anyway... AFAICR) you need to:
-take and pass the black badge coarse, cost is anywhere from $125.00 and up plus anywhere from 300 to 500 rounds of ammo and of coarse you'll need all the appropriate gear. Plus travel costs and lunch.
-Confirm the black badge coarse by doing at least one match without getting DQ'd within one year.
-To keep you membership I think you also have to shoot in two qualifiers per year ( I may have the number a bit out on that one).

As stated, in Canada the BB is a pre-requisite.
You should join USPSA for now. Unlike IPSC Canada, USPSA has no such safety course requirement, your ATF Form 6NIA is free, and USPSA will mail you a nice invitation letter along with your new USPSA membership card.

Yep but you will not get a long term multi province ATT with it.

By all means, absolutely, take the Black Badge.
As Walter said, in Alberta your first match is included with your BB fee. Something to keep in mind - you must shoot at least one Level II match per year in order to remain BB certified. In other words if you take your BB now make sure you also shoot your first match, and make sure you are prepared to shoot at least one match per year otherwise you will have to take your BB over again.
FYI you will not get a multi-province LTATT just because you have an IPSC Membership. The Alberta CFO now requires proof and history of attending matches outside of Alberta before they will give you one. In other words you have to be shooting outside of the Province and requesting short term ATT's for those matches before they'll even consider giving you a LTATT that is multi-province.
If your goal is simply to have a LTATT within Alberta then you do not need an IPSC membership to get that.
Also keep in mind that he would not be allowed to compete in any sanctioned IPSC matches in Canada or in the US (not that they put many on). This would allow him to shoot in USPSA matches only.
IPSC residency guidelines require you to join the region (in this case Canada) in which you reside.
Unless he spends allot of time south of the border...I'm not sure what he would gain by this.

USPSA requires a Safety Check. While not a full course, you must still be able to demonstrate competence in passing the safety requirements. I don't know how in depth the safety check is, but it's more than just 5 minutes getting the rules explained to you.
Membership in USPSA is actually more than the cost of a Black Badge course, too.
edit: uhm...they reduced membership costs. not true anymore, i just looked.
