No, sort of, and Yes.
At some clubs, you might be able to shoot without your Black Badge, but in general it ain't going to happen. If you have an interest, by all means come out and watch, or better yet, help. I've never been to a match that was burdened by too many helping hands.
Meet the guys and express your interest. While I believe the courses and student selection is supposed to be more centralized these days, it's always easiest to get on a course when they know your face.

Actually...no one can shoot an IPSC Ontario Sanctioned match without a Black Bage... Non members, who previously had a BB, can shoot level 1's. The intent is to encourage former members to re-join the party...
At a clubs discretion...non BB holders can shoot in Club Level matches because they are not sanctioned by IPSC Ontario
