Is an M14 marked M21 reciever importable?

If Fulton is registered, that's not an issue. There is provision for an individual to file an End User Certificate, providing that they agree not to re-sell, or further export the component. The End User Cert is individually approved, essentially it's intended to be used for larger scale exports by Corporate, Regional or National entities, but there's no reason one can't be filed by an individual.

That must be what this company files then? The one I'm talking about dealing with anyways

I would think the folks at Irunguns could answer all these questions easier than getting random responses.
Many of us have tried to import items and were told the manufacturer has to have the item approved for export. Brownells has countless examples of this.
I don't think an end user application is a way around it either. I've received end user paperwork many times , for many items, krieger barrels for example. These items were already export lisenced.
Like I said, contact Irunguns or prophet river, they will in short order tell you if they can bring it in for you.

I have contacted, IRG, Fulton, and the RCMP regarding this.

At the current moment, the receiver has been paid for, and has arrived at IRG. Fulton IS licensed for export, as I asked them, and IRG does the paperwork to get it brought in, including getting it an FRT if necessary, which the RCMP told me, shouldn't be too hard, if you actually know what you're doing. It may be a lot simpler to get a FRT for a platform that already exists in-country than a new platform, but I don't know. Also, a single rifle, brought in, as part of the whole end-user-certificate thing, is different than bringing like 300 in for sale, as enefgee has said. I may end up with a very unique item, or I might not.

That's what's going on, at the moment. I won't have any more info until sometime in January, likely. Until then, everything else is just supposing.

You'll have no problem if fulton is export lisenced (which until recently they weren't interested in seelling anything to us)
It'll go down much the same way many LRB receivers came across on one off private imports thru prophet river and questar ect.
Keep us posted, will be cool to see these in country and get some feedback.

Going to post the chapters in my ongoing saga in my other thread on this board, to keep from jumping around.

Went-For-It

So Fulton Armory is selling to Canadians now? They must have changed their policy? I contacted them about 2 years ago and they told me they do not sell to Canada. Would not even sell nor ship to exporting FFL dealer. I thought that was too bad since they make nice rifles. It looks like its time to contact them again.

The owner of Fulton over the years has been openly "anti canadian'" both in email responses and in forum queries I?e read.
Times must be tough for him now with all the competiton from LRB and JRA ect., no surprise he is now compromising those sentiments and offering export LOL
Personally, I wouldn't give that company 1 cent of my money due to their past practice towards Canadians wanting their products.

Good to know. Did they have to get an FRT for it, or was it already 'on file' with the RCMP?

Honestly, I don't know. The receiver is marked "US Rifle, 7.62MM M14, National Match". So I figure that description was enough, because the import process went through without a hitch.

I just bought the rifle through GunBroker, the seller sent it to IrunGuns as the FFL receiving dealer, then it made its way into Canada, then I got it via Canada Post.

So that may be a different situation to OP's request for a similar receiver but marked "M21". I should mention that in the order process of this M39, having the receiver marked "M21" is a $0 option, and in hindsight one that potentially could make a difference in the import process.

True. THough I AM the OP. I may have made an err in placing my order to not specify the M21 bit. We'll have to see.
