So the idea of shooting greentips put of a PLR16 is what they've attempted to outlaw with this arbitrary and ineffectual law?

I'm pretty sure that didn't yet exist in the early '90's when they brought this law in. I think it was in response to hype/media panic in the late 1980's about KTW, teflon-coated handgun bullets vs soft body armor.
