Is Crosman American Classic really 495fps?

It must be very hard for a manufacturer to hit the 495 mark. I would think out of an abundance of caution, they would leave some margin for error.
 
Crosman typically uses a sub-standard pellet weight for velocity testing, whether to safely stay within Canadian requirements or to inflate their numbers for advertising. Or both. Seems likely the 490fps would be with a non-lead pellet, either a plastic/steel sabot high velocity type weighing around 4.5gr or a similar weight of non-lead diabolo pellet. Same applies to Benjamin and others, where you can see break barrel air rifles advertised at close to or even over the speed of sound. Pop in a normal pellet and the numbers drop by 25% or more.
 
Or an American value without the bleedhole. and install a velocity adjuster.Set at 495 with the 8gr pellet.
