Is every 22lr pistol unreliable ?

Yup, try some different ammo first and if it still continues, then you can start looking for another cause, extractor, rust or a burr in the chamber, dirty, etc, ect. That is a very frustrating problem to have, but should be solvable.

The M22 is notoriously finicky and picky with ammo. They typically run better after several hundred rounds of whatever ammo you can find that it likes/tolerates. Mine did best with Remington Yellow Jacket, assuming because of the tapered bullet shape:

To answer your question though, there are plenty of dedicated. 22lr pistols that run flawlessly. Beretta, Browning, and Ruger all make awesome little guns.

I wouldn't say all but .22 semi pistols can be a pain. With that said, it depends on the pistol as well. I find that .22 replications of full size pistols tend to have more problems. I have a browning buckmark URX and it eats just about every ammo type but loves CCI stingers and mini-mags. It even does well with the bulk bucket stuff, like the remington golden bullets. Only issue I had was that the slide lock got lose after a while and started to shift up and cause failure to fire, which I thought was ammo related at first but once fixed, no issues.
Take a look at the Ruger target pistols as well.

my ISSC M22 Always misfire, shell Ejection issues.
I use CCI minimag 40gr

I have an ISSC glock clone and it runs like a clock with CCI minimags. I polished the top of the barrel with some 1000 or 2000 grit sandpaper since that appears to be a major rub point and I clean it once in a while, and keep it greased. Take a toothbrush to the bolt face with some CLP and make sure there's no buildup especially around the extractor. Clean the bore and chamber especially with a brass brush.

If you have continuing issues, wrap some 0000 steel wool around a .22 bore brush and attach it to a high speed power drill. Add CLP. Spin it in the chamber for a second or two, then clean it again. If there are any defects in the chamber this will remove them. Don't over-do it.

I put 300 rounds through it this past weekend with zero issues. In total several thousand rounds shot.

The PMR30 in .22 WMG was very very reliable. From my experience anyhow. I know you asked for .22LR.

You could run that trigger as fast as you could and it would just keep going.

I could never justify the 900 cost of a mostly plastic Kel Tec range toy in 22 WMG lol But I shot my friends quite a bit on multiple rage outings and I was very impressed with how well it cycled and shot as far as reliability.

also in the market for a new 22lr pistol but I'm waiting for the CZ p-09 kadet to come to canada, according to North Sylva's facebook posted aug. 24th it was just released by CZ

dang this is an adapter kit for the p-09...sometimes the obvious just blows by

Your best chance at a consistently reliable .22 pistol is to buy a Browning Buck Mark or a Ruger.

Dump the ISSC and get a Ruger, you will never have an issue again.

This. If you want your 22lr handgun to run good, get something that was designed from the ground up as a 22lr, and isn't trying to look/feel like a different gun (eg glock clone).

Did they survive? ;) straining at gnats, but "I shot my friend's quite a bit on multiple rage outings" possessive (the pistol) where "I shot my friends quite a bit..." is plural for "friend" read singular "I shot my friend quite a bit on multiple range..." one apostrophe especially with that spelling mistake changes everything. :)

Anyway... I've never found one 22lr pistol (revolver yes) to be 100% reliable, but achieving this seemingly holy grail - ammunition decides so much. Higher end bulk ammo like Federal Auto Match works well, and there are times with most 22 pistols they have not ftf, stove pipe or fail to cycle etc. at a range trip. Winter time + heavy/excess oil is a jam-o-matic combination.

Can’t speak about every .22LR pistol.
I had a Ruger Mk2 and Browning Buckmark. Can’t recall any failures to feed, fire or eject on HV ammo. Winchester, Federal, CCI or Armscor ammo.

The Buckmark was boringly accurate while the Ruger Mk2 was just ok.

In another life, my father’s Walther PP was superbly reliable as well.

I didn't read any comments in this thread but I can tell you the Browning Buck Mark pistol that I have will shoot anything. Even SV ammo.. even Winchester SuperX SV... shoots, cycles, I will never sell that pistol.
