Is it a big deal to change the bolt on a mosin nagant to a bent one for scope.

If you need to ask then yes it is.
First u need to cut off the old one then drill a hole then thread it then put in the new handle and weld it in place.
It's requires a few skills and tools or a friend who has both.
You could always try a scout mount that easier and its not permanent and doesn't require you to bend the bolt.
 
There's a guy in AZ who will bend the bolt for 35 bucks. He advertises on ebay and it's legit... I've done business with him. I'm not sure about the legalities of sending/receiving across the US/Canada border.
 
Google The Boltman. He is in the states but does work for Canadians all of the time. If you send the bolt to him he'll bend it and polish it up so it looks really good. About 50 buck and no border hassles either.
 
you know im not sure if im reading things wrong or what, but when i went to his site it states that for the MN he doesnt bend the bolt he REPLACES it and welds on a NEW BOLT HANDLE. not that there is anything wrong with that, looks like he does great work.

Yes, he cuts off and replaces the handle to any configuration you like. The original handles are too short.
He's done work for me. Top notch.
