Is it legal for a private person to ship rifle stocks from the US to Canada?

Good morning all,

I know that some companies can’t or won’t ship rifle stocks from the USA to Canada.
Some of my cousins are yanks and I thought that perhaps if it was legal they could buy and ship the stocks to me.
Don’t want to get them or myself in trouble though so I thought I’d better check first.
 
If they won't because of an ITAR restriction, then no, they cannot be legally privately shipped. An export license is required, by anyone wanting to ship an ITAR controlled product.

If they're not controlled under ITAR, then sure they can. There's also a value threshold exemption. $100 I think? Not exactly sure how that works (I.e. you can ship anything as long as it's not worth more than $100)?

I think the restriction went up to $400.00 or $500.00 , a couple of years ago....could be wrong
 
Stocks are included in the ITAR regs., so you cannot export them without a licence - doesn't matter what the value is.

Of course, there are some companies in the states who are licensed exporters but aren't the most informed when it comes to the "new" $500 exemption and will still refuse to ship items or orders totalling over $100USD.
 
Stocks itar controlled???? I really don't think so. how does Boyd's ship stocks then?

the only issues I've had with gun parts recently are a lot of the larger dealers are requiring that the credit card used needs to have a US billing address. Some people simply will not ship to Canada just to avoid all the hassle.

You can have it shipped to a US address type post box or a mail forwarding service in that event.

For instance:
Boyd's export license allows them to export their stocks directly to the buyer in Canada with no more export paperwork. McMillan's export license requires them to export to a licensed importer in Canada and with import/export paperwork. (Perhaps because of the military style stocks they make)

Basically if the US supplier will not export to Canada, you need the services of a US exporter and a Canadian importer. An individual in the US forwarding a controlled item to Canada without an export license could easily find himself in deep s#it with US officials. The US issues Export Licenses for a reason, and they charge dearly for them.

There are thousands of items with a value under $50 that are controlled items and can not cross the border without the services of a licensed exporter.

The reason suppliers will not ship to a US address with an order originating in Canada and paid with a Canadian card is because they know the export laws and do not want to be an accomplice in breaking them.

digging deeper, stocks for firearms under .50 ARE ITAR controlled (that's on me - learned something new today) specifically under category I "Firearms, Close Assault Weapons and Combat Shotguns"

SO, I'm guessing the OP is not DDTC registered so unless someone will ship. Definitely no, don't have your cousin try to ship it.
