I was offered by my neibour, to buy his old hammer coach belgian coach gun for 150, its 12 gage and he had it fixed up last summer to shot, its old antique but not antique status, i have shot it and its fine, so is the price fair?

Without seeing it no one here can say yes or no.
There were many different guns coming out of Belgium, some better quality than others.

"...some better quality than others..." Yep. There were literally hundreds of small firearms makers in Belgium, at one time. The lower end types usually, but not always, used damascus barrels. Most of those are not considered to be safe to shoot. Mind you, if it's not a pre 1898 manufacture, it likely doesn't have damascus barrels.
Like catnthehatt says, without seeing it, putting a value on it is impossible.
