The M1 carbine used to be unrestricted and was an average rifle. The bank robbers in Quebec discovered how to saw off the barrels and stocks, and the stop watch drill was invented. They graduated to M2 carbine with conversion kits, just like Patty Hurst and her criminal SLA terrorist buddies. That was the straw that broke the fed's resolve, and they moved legislation to change the description of a restricted to barrel over 18", centrefire, magazine fed semi auto. There was a cottage industry to extend muzzles with hollow tubes and welded flash suppressors. Well! The feds threw a fit and demanded fully rifling for the barrels with an RCMP inspection to prove it. That slowed the pace of unrestricting restricted rifles until someone introduced aftermarket new 18 1/2" barrels. It is a constant dance.

my understanding is it is the speed that they can get in and out of the bank. and no i have zero experience. As for the M2 I have no idea.
Without trying to teach old tricks to new criminals, the drill was fast and effective.
The get away driver sits outside the bank with the engine running.
The first hoodlum through the bank doors fires a couple shots into the ceiling, announces the hold up, and counts backwards from 30.
The next two thieves vault over the counter and grab as much cash as they can. At various counts, they're supposed to be doing specific things.
When the count reaches five, everyone jumps back over the counter and at zero, the door man is the last out.
