Is the Sks Bulpup conversion kit legal here in Canada

From what I have heard ALL bulpups and conversions of such are not Legal in canada. Sorry.
Aftermarket bullpup stocks are prohibited devices. Yes, that stock is "illegal".
Most Bullpup rifles are prohibited because they were deemed scary/dangerous/baby killers/etc. More recent models like the Tavor are non-restricted but others like the FNH FS2000 is restricted because of barrel length.

Like everyone else said, no. "Drop-in" replacement bullpup stocks are extremely radioactive, and highly reactive. Even mounting a firearm in one could cause the zombie apocalypse, so naturally they have been banned from import to protect the Canadian populace from certain doom.
