is this a scope issue?

I bought a used Bushnel Buck Mark and put it on my 10/22. Long story short, after cranking the scope elevation all the way up (and using a couple different kinds on ammo), my groupings are still 3-4" low, although left to right is fine. After putting about 50 rounds down the pipe, gradually adjusting the up dial each time with no difference, I got frustrated and cranked the adjustment a full 4 turns, which still only brought my groupings up a couple inches. Scope no workie?
 
Give it a good tap with a screwdriver or something like that. Some old cheaper scopes don't track well and can get hung up.

Other thing could be the rail not mounted right, or out of spec.

Try turning the rail around, if possible.

What distance are you shooting at?

At 25m it takes a lot of turning to move the POI 3-4 inches. 1 click is 1/4 inch at 100, but will take 4 clicks to move it 1/4 inch at 25m.

Prolly just needs a good couple wacks though!

Yup. Cheap scopes and whacks often go together. You could also shoot it at 50m which is a better range anyways (won't help you with the scope problem).
