Is this article correct on getting a long term ATT in BC?

They're only unsafe if you have a jelly donut in the holster. Every cop will be grabbing for it. If it's a level 3 you could be in big trouble.
 
Can I mail off a LTATT form once I have my restricted license, a gun club membership but NO handgun yet? I'd just thought that waiting for two things at the same time (LTATT and gun to ship) would be better than waiting for one then waiting for the other.

Yes you can but make sure you use the info on this website to correctly fill the form out so that you don't limit yourself in what you can transport to where and at what times. There is a cheat sheet of helpful hints on here somewher.
