Well said Gerald. It always boils down to barrels, bedding and sight condition. Then you need to look at the quality of the ammo being shot as well as shooter skills. If a person has good bench technique and uses quality hand loads, then you really can test the rifle after having eliminated the shooter and the ammo as variables. As the old saying goes about a .308 Win or 7.62, if the rifle doesn't shoot well with IMR4895 then you have a rifle problem.
