A body die may or may not squeeze the neck down enough, but if you have one available, it's worth a try. Redding makes them for most cartridges, so they can be ordered in if you can't find one.

I pulled all the projectiles and resized without the decap pin in place - by the callipers measurements and visual inspection the buldge is GONE !

You've done the right thing. In the future, you may just chamber the first sized empty case to see if all is well then continue loading the rest. Sizing without the decapping pin will size the neck a little smaller than normal but you'll still be able to seat the bullets just fine. It's all part of of the learning experience. Good luck!

For reference, not using the expander ball likely will leave the case necks much smaller ID then desired. At the least, you will likely create ammo with alot of runout. At worst, the base will be damaged when they resize the necks to enter.

The much higher neck tension will certainly change your load tuning so you may want to not use a max or near max load until you prove all is well.

Not sure why you would not use the expander ball but anyways... It's a learning curve.

The reason the case would not chamber was probably because the case body was too big. The neck was just a visual clue that the case had not been sized.

When I set up a FL die, I set it so the ram hits the shell holder hard, and does not cam over. This way I can feel the hit and know I got 100% sizing.

It has been said a couple of times on here, but a body die will solve this problem and virtually any other similar problem you will have, somewhere down the road, with your 308.
A body die is just like a full length resizing die without the centre decapping rod, except the throat is large enough to accept a loaded cartridge, without squeezing the bullet. A body die is often hard to find and almost never talked about, but probably the most useful "extra" a hand loader can have.
