Issue with 9mm luger resizing

I am brand new at reloading and finally got my system set up...So I have a case of fired Federal 9mm cases and deprimed and sized with my Lee carbide die....Now what has me a little concerned being the novice that I am is after the resizing it appears that there is a band just above the rim on the case as if the die is not reaching and sizing the entire case...It isn't obtrusive but it is there...Wondering if that is normal...I know the die is set up properly and the deprimer is working just fine. Any suggestions to help me out would be appreciated.
 
When you set the die in the press, did you run the ram all the way up, then screw the die down to touch the shell holder?

Most dies of any brand/type cannot resize all the way to the bottom of the case. This mark or ring is usually where this point is found. It's normal and not a problem.

Did exactly what it says in the Lee Die info...Just touching the shell holder, others say to back it off a quarter turn however I'm going by what Lee says...
 
Absolutely normal. The die doesn't resize all the way down and doesn't need to. Most sizing dies are set with the dies just touching the shellholder. Some manufacturers recomend backing it off a hair as it's possible (although unlikely) that you can crack the carbide ring if the shellholder is hard into the die.

Heddok for the win. Only a roll sizer can size the entire case. Standard dies can only reach down so far on a case. It's not an issue for the most part because the area being sized is the area that is most subject to expansion.

The other frequent question about sizing is the look of the finished round. Many wind up looking like the olde tyme coke bottle, with an obvious narrow waist.

The sizing die squeezes the case down to smaller than chamber size. The powder funnel or expansion die will open the case mouth just large enough to hold a bullet. Case wall tension should hold the bullet in place. However, the reduced diameter brass below the bullet base can reduce the insidence of bullet set back during the loading cycle. Pistol rounds generally don't need a signifigant crimp. Setting the crimp die to simply eliminate any belling is usually enough.

I measure the brass thickness at the mouth, and the bullet diameter. Double the thickness plus the diameter, then take off .0005, and that should be the measurement at the case mouth.
