Canadian government property. Not sold to civis. Many alternatives available on the market now. Why bother with ivi? If you reload you'll beat the quality and consistancy of any factory loading hands down.
Any IVI you find, anywhere, is stolen. The CF does not release ammo for sale to civilians. And the only good thing about IVI ammo is the brass(reliable stuff too, but the accuracy is poor.).

You are wrong. DND gave the provincial rifles Associations hundreds of thousands (maybe millions) of rounds of ammo, to promote marksmanship. (7.62, 9mm, 303, 22)
When the Associations changed the rules to allow shooters to supply their own ammo (handloads) stashes of this ex-DND ammo were left idle. Some shooters have given up ever having a use for this ammo, so they are selling it.
I asked a military officer about the status of ammo. he said it was written off when issued. It is ours to shoot or otherwise dispose.
But the DND hasn't released military ammo to civilians for many years, haven't they? So there is no new supply of IVI ammo legally entering the civilian market.
I know there is still a pile of it floating around, perfectly legally, but even here on CGN they banned the sale/trade of IVI ammo and brass because of problems with current theft by soldiers/staff/contractors in the DND.
Most people I've talked to in the military complain about poor consistency with IVI ammo. Some lots are near match-grade while other lots are all over the map. No telling which one you'll get issued with. Personally if I wanted a pile of 5.56NATO ammo I'd go for the US Lake City/Federal stuff or PMC ammo from Korea. A lot easier to find and often cheaper than legal IVI ammo. Truth be told, if I want cheap, I'd go Russian steel-cased ammo. If I want accurate, I'm using handloads.

I have also seen plenty of ivi 40 s&w as well at civi ranges , I am pretty sure Ivi might be gov only but not armed forces exclusively
Where do you get this mis-information from? IVI ammo can be had outside of the CF. Local LE uses IVI ammo for range practice in their carbines so did they steal it?
To top it off crown assets has also been selling range brass in 5000lb lots: I know one commercial loader who scored 15K lbs worth and has since sold a lot of it off in the form of remanufactured ammo.
