Err... just b/c the STEEL was sourced from the lowest bidder meeting the "essential major requirements of specification" does not mean the guns were built by the lowest bidder. In fact, in 1938 when that was written, the rifles were built by Springfield Armory - a government arsenal and certainly not hte "lowest bidder"
