Do you guys keep that detached paper with you at all times? I just don't understand the point if you have your pal license with the terms on it, ie restricted/nr. It says I need to keep this piece of paper with me at all times as well as the license. I just don't want to have to carry a piece of paper with me in my wallet, what does everyone else do?

There is a section in the "Conditions" document for special conditions. Most licenses will have that blank.

If the special conditions section is blank, I really don't see any need to lug the magic piece of paper around.

It doesn't say "if there's nothing on this you don't need it".

It says: "Carry this document with your licence card as you must be able to produce on demand if requested by a peace officer...."
Folded, it is 1 inch by 2 inches, and weighs about as much as a 2 second fart. I really don't see the problem in having it stuck in the same plastic folder where my Rpal sits. Caution wins over spite.

I got the hunter safety card and I folded the conditions sheet in half, then laminated both. Together I keep them in a little folder. My PAL resides in my wallet, so if I'm out shooting or something I take the folder with me, but otherwise to just purchase ammo or whatnot I have my PAL by itself.

If your license says "standard conditions" why would you carry a blank list of "special conditions"?

To avoid getting yourself run through the wringer if you ever get stopped by a cop in a bad mood? The law says it's required, not that it's sensible.

You wanna get caught without your legally required paperwork, go right ahead, man...

I'll choose to not call a blank list of special conditions attached to a pal issued with standard conditions, "legally required" paperwork.
The smartest thing you could do is call 1-800-731-4000 and get the answer from the horses mouth. The same answer they gave me, man...
