If it is a new purchase. I would return it! Those screws should just back off with hand pressure . If you got it used ? Some of the guys were talking loctite ?
I sold my 9mil JR, because I was feed up with calling them about on going issues. I know there are a lot of JR carbine owners that reported a flawless functioning rifle.

I bought a Thueron GA in 9mil . So far it appears to be a more intelligent design. Only time will tell. But lets not start a debate.
A friend bought the JR , He text me last week saying the charging handle broke off.
I do not understand how that could happen as it was held on with a hex head bolt and lock washer.
I work in Northern BC so I have not been home the see what happened with my own eyes.
So I think the OP did the correct thing , exchanging his JR carbine for a new one.
I do not want to beta test a new 9 hundred $ rifle , I do not have the spare time.
I think the EMF should have done way more in the way of testing before they put the JR carbine on the market.

It was new and un fired. Why would I risk damage to the gun? Then I cant return it. Even the Gun store could not remove them. So yes I had them replace it. Better safe then sorry right?

Did not have to invest in 222 locktite or a paint pen ( if tool slipped )
No risk of drilling out a snapped bolt
Did not have to put a torch on his new purchase ..
Not all of us are close to dealers .. If we are then take advantage
well, use the right tool for the job, take your time, and it doesnt take much heat to soften locktite. everyone see's locktite as evil, bolts that stay in place is good, locktite makes it happen, there for it is good lol
I own one and the serial number is in the 30000's. Apparently alot of bugs and or quality / assemblly issues have been worked out since the 15000 serial numbers and earlier.
I still get the odd fail to fully eject where the casing gets caught again by the bolt on the 10th round.
but overall i am happy with it.
My only complaint is it should have come with a stock and barrel removal wrench. At bare minimum the stock wrench. Ended up getting one from reliable arms in Vanvouver for 9.95
mine hangs up the odd time on the last round the odd time. there is no pattern, ryme or reason to it...i chalk it up to runing bulk ammo and slap in another mag lol
