And no, I did not get the front sight with the rifle.

Looks like a standard Anschütz front sight dovetail should fit. Have enough of them lying around the house.
It is not like the more commonly seen Hämmerli front sight bases.

No. Looks too well made to be a Bubba job. Uses a set screw under the barrel to attach and likely silver soldered..

Either a very competent gunsmith or a very good small scale operation similar to Waffen Wyss or Buergin (Bürgin).
Maybe had the Hämmerli style originally and was damaged beyond repair, or owner wanted, or needed the larger diameter M18 size Anschütz front sights to attach something like the Eagle eye magnifier.

BTW: Bürgin were the original makers of the left-hand operating rod for the K31.

Over here they are. I've only seen older Swiss nationals with them over here, who shoot at the swiss rifle clubs. See more of them in Switzerland of course but still a small percentage.
The later K-type diopter allowed fitting to un altered K31 receivers so was much easier on the wallet since you could take a service rifle and just clamp on the K-type sights and remove them when needed. No set serial number range but most were post 1958 after the last military accepter after Serial # 263330.
Hämmerli also made from scratch K31s for the civilian market after unused military stock was depleted.
These often had 4 digit serial#'s instead of the Military series 6 digit converted rifles with S-type diopters. See picture "Bild 2" in post #2
