Pretty sure that is a "sported" bolt (aka "scope friendly") that someone inserted into that milsurp rifle. The bolt shroud is a commercial style that went with a commercial rifle with a slide safety along the right side. Quite sure from your picture that the bolt is no where near "clocked" - sporter bolt is hitting wood - should be bottoming on the metal of the action - there is a specific check to "clock" a mauser bolt - must do because firing pin should have shoulders to prevent firing with a partially opened bolt - which that appears to have. A correct bolt will have a shroud with an "over the top" flag safety, and the bolt will have either a straight handle, or a larger curved down handle - depending on specific make / year / contract of production.
