HI,

Just wondering if it is legal to put a foldable stock/lower gp. to my PLR 22 without any changes to my firearm registration?
Putting the foldable stock on this restricted pistol will make it a restricted rifle.
I know you need to pay something in the U.S. to do this. Does it apply to Canada?

Definition of a Restricted Firearm






According to the Criminal Code, a restricted firearm is:
  • A handgun that is not a prohibited firearm;
  • A semi-automatic, centre-fire firearm with a barrel length less than 470 mm that is not a prohibited firearm;
  • A firearm that can fire after being reduced, by folding, telescoping or otherwise, to an overall length of less than 660 mm; and
  • Any firearm prescribed under the Criminal Code regulations to be restricted (including some long guns).

Since the firearm is registered as a handgun, it will always be considered a handgun. Even if it were modified to meet all other requirements for non restricted status, the handgun classification on the registration certificate will keep it restricted.
