Regarding overall length
Along the top, measuring from the rear of the receiver, length is about 5 1/2". The BreachersGrip is recoil-attenuating; the design has the shotgun recoil rearward on a track (located directly over the pistol grip), just like a howitzer, so during the firing cycle overall length (OAL) is momentarily shorter. That said, when mounted to a 14" HP9-1 the uncompressed overall length is about 26 3/8" (not counting the sling swivel stud, which adds about 1/4").
I estimate that the fully-compressed overall length, such as that found - for a split second - during the firing cycle, might be about one inch shorter. This is only a guess, based on the fact that, on a few occasions, when shooting the SpecOps (recoil attenuating buttstock) I have had my trigger finger slapped by the trigger guard.
I do not know how the RCMP would choose to measure OAL.
It is my understanding that, were the (measured) OAL reduced to less than 660mm (about 26") the status would become prohibited rather than restricted. I am not an attorney; that is my amateur interpretation of the law.
