quick and simple question:
is it legal to use this in a non-restricted rifle (say a 180b-2) for plinking or w/e while not at a range?

The only thing that might pop up is if it is in hunting season, and you have a license for the game in question, I think you then need a reduced mag on the semi. But not in hunting season, and you can legally discharge a center fire rifle in the area, you are good to go. Correct me if I am wrong on the hunting thing.

Only capacity restriction in BC for hunting is for migratory birds (shot gun)
 
Buddy had a 10 rounder in his rifle while hunting with me in Manitoba. Conservation didn't bat an eye. They were more googley over the sl8.

Same deal in Manitoba.
Mag capacities only apply to shotguns during upland game birds and migratory game bird seasons. No other mag capacity restrictions exist in the Mb hunting regs.
