Site sponsor Higginson Powder is a Lee dealer and has a good reputation amongst the Gunnutz. Apart from that, it is also good to support your local gunshop. Big online/mail order operations like Cabela's and Wholesale Sports probably have it if you can't find it from those first two sources.
Sorry to go slightly off topic:
I love the hand press for decapping while watching movies on the couch, but I had to move to a Lee single stage bench mounted to get any volume of rounds done. I drilled 3 holes in my workmate bench and I bolt the press on with wing nuts when I am working and take it off when I am done. Just a thought if you will be doing a lot of rounds.

Bought a hand press, don't use it. Prefer to use my lee single stage press.
NEVER buy a lee kit where you have to use a mallet. worst waste of $ ever. The hand press would be good for decapping but my tv is above my work bench sooo
the lee loader for 357 mag works well for me.... alot of work, but i can load on the go.
i was able to reload the same case 15 times and still have no damage to it. though it's starting to crack.
If you're talking about the unit that looks like a set of tongs, go for it.
I used to use one when I was shooting Hunter Bench Rest, then I got talked into using an arbor press from Sinclairs and their special dies etc.
There was no difference in the run out on the finished ammo between the two of them.
The only problem with the hand set is that it's not good to reload for a semi auto rifle. It's basicly for neck resizing only.
Smaller handgun ammo, like 9mm Luger, or even 357 mag, should be doable but probably hard on the unit.
I took one with me on an Alberta gopher hunt a few years ago to reload 223 Rem in the evenings after the critters went down. I reloaded close to 3000 rounds in 10 days. I still have that press and it still throws out some very decent ammo.
Those units, along with a set of numbered Lee scoops, for specific powders and of course neck sizing only dies, are ideal for small apartments. Everything you need, will fit into a drawer or small travel bag.

The Lee hand press kit works great with regular Full length sizing dies or neck sizing, but is not as handy as a press mounted on a benchl. When charging powder etc you can't just step away, you'll always need a hand on it.
The Lee Classic Loader that you use a hammer with also works well, but is limited in the calibres offered and neck sizes only.
